ORGANIZATION OF THE BLAINE YOUTH HOCKEY BOARD OF DIRECTORS
The board will operate as 1.) a full board meeting once per month, and 2.) two independent operating committees, each meeting once per month.
The full board of directors will meet once per month for the purpose of conducting official board business. Board meetings will be conducted under the Robert's Rules of Order. Board meetings are held at Fogerty Arena on the 3rd Monday of each month at 7:00p and are open to all Blaine Youth Hockey Association members unless otherwise directed.
In addition, the board members will be split into two (2) operating committees - one committee concerning itself with the administrative activities and the other concerning itself with hockey operations. The committees responsibility is to discuss functions & requirements within its scope of responsibility and to recommend to the full board the action to be taken. Committee meetings will be open to the Blaine Youth Hockey Association membership and , where appropriate, will solicit membership input in determining recommendations for board action.
The hockey operations committee will consist of the board vice president, secretary, boys traveling director, girls traveling director, junior gold traveling director, and the in-house director.
The administrative operations committee will consist of all the other board members.
All official board actions must be approved at a full board meeting by a majority of the members present. Committee recommendations and proposals are presented at a full board meeting and are accepted only after action by the full board. The board may approve by majority vote, reject, refine, or refer back to committee the recommendations presented for approval. For the purpose of voting, each board member has one vote; the president will vote only in the case of a tie vote among all other attending board members.
PRIMARY TASKS
The following are the descriptions of the primary tasks that need to be assigned to the Blaine Youth Hockey Association board members.
[Executive Committee] PRESIDENT
The president is responsible to schedule and conduct board meetings, this includes working with the secretary in order to define an agenda for each meeting and conducting the meeting to accomplish the agenda.
The president is the chairperson for the administrative operations committee.
The president is responsible for maintaining all organization operating documents, including the Articles of Incorporation, policies and proceedures, non-profit status applications, etc.
The president is responsible for requiring and verifying financial audit information for the Blaine Youth Hockey Association gambling operations as well and the Blaine Youth Hockey Association itself.
The president is the primary interface to the Blaine Youth Hockey Bingo Association which manages the organization's charitable gambling operations. This includes working with the gambling manager to address all issues, reporting the gambling status to the board members, verifying the appropriate submission of required paperwork to the city and state, and interfacing, as required, with the State of Minnesota Gambling Control Board.

[Executive Committee] VICE-PRESIDENT
The vice-president is responsible to act in all capacities for the president when he or she is not available to carryout their required duties.
The vice-president is the chairperson for the Hockey Operations Committee.
- Oversight of In-house and Squirt/U10 - Bantam/U14 Traveling Boys & Girls Program Directors and Processes
- Responsible for the oversight and assistance in coordinating the promotion of annual player registration
- Responsible for the oversight and assistance in coordinating tryout evaluation process
- Responsible for oversight of preparation, delivery, and processing results of year-end coaches survey
- Works with ACE Director to effectively design programs that will benefit teams at each of their levels
The vice president is the secondary intermediary between Blaine Youth Hockey Association and:

- USA Hockey
- The City of Blaine
- Other Youth Hockey Organizations
The Vice President acts as lead coordinator for the following events:
- Blaine Festival Parade Participant
[Executive Committee] TREASURER
The treasurer is reponsible for maintaining and reporting the financial status of the association at each monthly board meeting.
The treasurer is the vice-chair of the administrative operations committee.
Duties include and are not limited to: executing, or supervising, the deposit of all organization receipts, paying, or supervising, all organization debts, and maintaining the appropriate records as required by city, state, and federal tax codes for non-profit organizations, supervises and tracks the organizations budget to maintain the financial health of the organization and is also responsible for, or supervising, the preparation of invoicing and collection of payments due to Blaine Youth Hockey Association from participat members through the monitoring of family account balances.

QUALIFICATIONS: The Treasurer should have a business aptitude and general knowledge of basic accounting principles, proceedures and be able to communicate effectively with the association's bookkeeping service provider, accountant(s), state and federal regulators, and board.

BOARD SECRETARY
The secretary is responsible for recording and distributing the minutes of each board meeting. Duties include maintaining a register of all documentation, including meeting minutes, treasurer's reports, gambling reports, and any other reports and documentation that is submitted at an official board meeting.
The secretary is the vice-chair of the hockey operations committee.

EQUIPMENT DIRECTOR
The equipment director is responsible for managing all player uniforms, team equipment, and coaching supplies needed to participate in a productive season of hockey. The equipment director maintains the inventory of breezers, jerseys, and goalie equipment for Blaine Youth Hockey. This includes taking inventory during off-season, setting up the equipment pick-up for the traveling and inhouse teams, maintaining records of who has equipment checked out, keeping the existing equipment in good repair, arranging for the equipment return dates, and recommending the purchase of new or replacement equipment. The equipment director also recommends jersey design for both traveling and inhouse players.
IN-HOUSE DIRECTOR
The in-house director is responsible for the boy's and girl's Mite/U8 inhouse programs. The in-house program is intended and structured for player development. In the event of disputes - to act as arbitrator in any matter concerning the players, parents, and coaches of the in-house Program. The in-house director must interpret and apply the rules and regulations of USA Hockey, MAHA, Disctict 10, and the Blaine Youth Hockey Association Policies & Proceedures.
Inhouse Director acts as lead coordinator for the following events:
- Inhouse Coaches Recruitment, Selection, & Retention
- Defenition and Execution of the In-House Initiation Skate
- Assist Ice Scheduler with Inhouse Practice and Game Scheduling
- Sign-up Eligible In-House Teams for their Year End Jamboree
- Co-Operator of the Summer Academy Program
TRAVELING DIRECTOR - BOYS
The boys traveling director is responsible for the boy's Squirt, Peewee, and Bantam traveling programs. In the event of disputes - to act as arbitrator in any matter concerning the players, parents, and coaches of the boys traveling teams. The traveling director must interpret and apply the rules and regulations of USA Hockey, MAHA, Disctict 10, and the Blaine Youth Hockey Association Policies & Proceedures.
Boys Traveling Director acts as lead coordinator for the following events:

TRAVELING DIRECTOR - GIRLS
The girls traveling director is responsible for the girl's U10, U12, and U14 traveling program. In the event of disputes - to act as arbitrator in any matter concerning the players, parents, and coaches of the girls traveling teams. The traveling director must interpret and apply the rules and regulations of USA Hockey, MAHA, Disctict 10, and the Blaine Youth Hockey Association Policies & Proceedures.
